| The police.
Well I came across the fact the police own the forensic science database which now has 1.7 million dna samples. Seems like they have been busy. I wanted access to this but allas,'the gaurdians' of the database said sorry all the information is own by police and is also protected by the UK data protecttion act. Ok fair play I thought. I was slightly confused to see an article in the news suggesting a private company was placing a big to buy this whole department. So the question is who do we trust?
This seems to be an issue of security and privacy.

| Everyone
It seems to easy to say everyone should have access to DNA, and to make it all open source but maybe this is the fairest way. The MRC looks after ethical issues here in the UK. But I would guess that the level of exploitation varies depending on the country and the law at any given time. It a problem when the 'goal posts move'. Things change fast.
